Petronas in collaboration with the Department of Occupational Safety and Health Malaysia (DOSH) launched a new framework which will allow self-regulation in the management and operations of the Pengerang Integrated Complex (PIC).

The framework, known as Pengerang Integrated Complex OSH Administration Transformation (PICOAT), gives the empowerment to Petronas to regulate and oversee the management, safe operations, and integrity of its assets and facilities in the complex.  

The implementation of the PICOAT would allow Petronas to operate more efficiently through a flexible regulatory system to ensure that all statutory requirements are met, and to minimise the risks of major incidents as well as reduce occupational hazards to personnel working at the PIC.

The system was developed by a special taskforce that comprised representatives from both Petronas and DOSH and is in line with the new ISO 45001 Occupational Health & Safety Management Systems standard as well as DOSH’s statutory requirements.

“PICOAT is a win-win solution and culmination of DOSH’s expertise in health and safety, Petronas’ technical know-how, as well as the integration of the latest regulatory developments and industry best practices.” said DOSH director general Datuk Ir Mohtar Musri.

Petronas senior vice president and chief executive officer of Petronas Refinery and Petrochemical Corporation Sdn Bhd, Ir Dr Colin Wong Hee Huing said the PICOAT demonstrates the high level of trust that DOSH has placed in PETRONAS in ensuring all personnel involved in the operations of the PIC will consistently uphold a high standard of Occupational Safety and Health 

This, he said, will be a key enabler for PETRONAS to achieve asset integrity excellence.

The launch of the framework was commemorated with the signing of a commitment pledge, held at the PIC. 

Besides Mohtar and Wong, present to sign the pledge were Dzafri Sham Ahmad, PETRONAS’ vice president of Group Health, Safety, Security and Environment as well as Ir. Haji Omar Mat Piah, deputy director general of DOSH.

The PIC houses a 300,000bpd refinery and a petrochemical complex designed to produce premium differentiated and specialty chemicals. 

Apart from supplying feedstock to the petrochemical complex, the refinery will also produce petroleum products for the domestic market and meet Malaysia’s Euro-5 legislative requirements for gasoline and diesel.

It is supported by associated facilities including the Pengerang Cogeneration Plant (PCP), Regasification Terminal 2 (RGT2), Raw Water Supply Project (PAMER), Air Separation Unit (ASU), Pengerang Deepwater Terminal Two (PDT2), as well as centralised and shared utilities and facilities.
